Udupi, 21 June 2011: Udupi district Education Resource Center has urged the state government to immediately release and publish the 2009 education rights regulation, which will be coming into effect from 5th July. In the press conference held on Tuesday Director of the organization Renny D’Souza said that the government has organized a meeting on 22 – 23 June in Bangalore with the entire district Education Deputy Directors and Educational Officers of the state.

Prior to this meeting, Udupi Education Resource Center held a meeting with the education interested parties in Udupi and based on the discussion certain suggestions will be put forward to the government through the education department, he said. The suggestions which will be put forward are as follows.

• In the implementation of the education rights along with the education department other departments should also work and the Jilla Panchayath Administration Officer should lead this.

• School Teachers must spend most of their time in giving education, whenever the Teacher is on long live substitute Teacher should be appointed.

• The responsibility of the students who are not attending the classes should not be on the Teachers, instead the local administration and the education department should make a separate arrangement for this.

• As mentioned in the regulations the teachers should be appointed specific for the specialized subjects and should appoint eligible teachers.

• In order to meet the quality of education the state should establish syllabus as per the central syllabus.

• The school fee should be as per the regulations and should be displayed in the respective school notice board and also on school web sites.

• State Children’s right commission should ensure that the educational rights are not violated in the state and should organize this at district level.

• As mentioned in the regulations while creating the school development committee, opportunity should also be given to the reserved community, backward community and minorities.

• Since the education department is answerable to the implementation of this regulation, it should perform effectively and transparently.

• As mentioned in the regulations to improve the quality of the education system, timely service of the community resource persons to be utilized.

In the press conference, Udupi district Education Resource Center President K. Janardana Bhandarkar, Coordinator Jayanthi, Advisor Jayavantha Rao, Secretary M. Prabhakara Acharya and others were present.
