M’lore: Paid news - Two cases against J R Lobo, notice issued

Mangalore, 24 Apr 2013: Six cases of paid news have been filed against poll candidates in the district, of which three are against Congress candidate from Mangalore South, and one each against Congress and BJP candidates from Bantwal, and another against Congress candidate from Beltangady, informed deputy commissioner Harsh Gupta.

 

Addressing a press meet held in his office here on Tuesday April 23, he said that showcase notice has been sent to all of them.

 

 

Among all these cases, two cases against Congress south candidate J R Lobo have been proved and notice has been issued to him, he said. The two cases have been forwarded to the chief election officer who will take a final decision on the matter.

 

Of the six cases, three are pertaining to electronic media and others print, he added.

 

 15,00,385 voters, 1,715 booths

“For the assembly elections which will be held on May 5, a total of 1,715 polling booths will be set up in eight constituencies of the district out of which 88 will be auxiliary booths,” said the DC.

 

Elaborating, he said there were 14,61,659 voters in the district, and another 62,140 voters enrolled through SVEEP programme and  23,414 names were deleted, so altogether there are 15,00,385 voters. Out of the total voters, 2,296 people do not have photos in their voter IDs. Voter slips will be distributed by BLO’s by visiting every house, he added.

 

Candidates who use vehicles for campaigning should take permission from the election officer concerned in advance.

 


Media certification and monitoring committee

 

Pre-certification is important for a candidate to publish advertisements in media and even the media should apply for certification before publishing the advertisement, he said.

 


98 complaints registered in 1077 control room

 

As many as 98 complaints have been registered so far through helpline number 1077 of the 24*7 control room setup for placing complaints.

 


Smart Phones

For the first time during the elections smart phones have been distributed to 24 sector magistrates and 161 sector officers in order to be in close contact with the district commissioner and police officers.

 


Video surveillance team

A video surveillance team has been formed in every assembly constituency to keep an eye on the candidates’ expenditure by taking video footage during meetings, get-togethers organized by the party or the candidates. The information through video footage will be forwarded to Video Viewing Committee for analysis.

 


Expenditure

 

On the expenditures of the candidates, district commissioner said, “If it is proved that any candidate has spent beyond the stipulated limit, he will be subjected to investigation by the commission. The expenditure is calculated till the date of counting. Every candidate should submit their expenditure details within 30 days from the date of counting," he said.
