19 March 2014: For the first time, a large section of the still classified Henderson Brooks Report, which details a comprehensive operational review of India’s military debacle in 1962, has been made public. The report, which is still classified in India, has indicted former Prime Minister Jawaharlal Nehru and other top government officials for India’s failure in the 1962 war.

The report was uploaded on the internet by Australian journalist NevilleMaxwell, who was a war correspondent during the war. The uploaded section includes 100 pages of the report’s first volume that has an exhaustive operational review of the war. The report was submitted in 1963. Maxwell on his website stated that the reason for not making the report public must be ’political, indeed partisan and probably even familial’.

The request for the report to be declassified had earlier been made by BJP president Rajnath Singh. At the time, Defence Minister A K Anthony said that the report could not be made public as it contained sensitive information. Ironically, this report has been made public on day when Congress President Rahul Gandhi was in Arunachal Pradesh to campaign ahead of the Lok Sabha elections. The report has been already taken up as an election issue after more than 50 years.

BJP leaders blame Nehru for his forward policy for the China War debacle. What if the outcome was a win and not a defeat? When Indira Gandhi practiced realpolitik like Chou and broke Pakistan into two countries, even Vajpayee sang her praises. What if India was defeated in 1971? BJP leaders would make it an election issue every five years! What will be the BJP defense policy? Week-kneed or confident? While in opposition, it advocates hot pursuit of terrorists inside Pakistani part of J K and bomb them. Did they do that in 2001 when parliament was attacked? Did they do that when AI plane was hijacked to Kandahar? Instead they chickened out and released top terrorists! China is nervous in 2014. When and if BJP forms the next government, its leaders will be tested by China to begin with. Then in 2064, there will be Henderson-Brooks report Part-2 to be published!!

The leaders of BJP should hang their heads in shame. They are politicizing an old issue. They will regret their behavior soon. They will soon have to deal with China, because China cannot be wished away. 1962 War should be evaluated within the confines of our defense and foreign relations establishment, and not from election rallies. In a war, the stronger side wins; the weaker loses. India was weaker, no bones about it. Nehru as PM since independence has accepted his failure to deal with Chinese leaders in a pragmatic manner. His idealism was boosted by his love of universal socialist brotherhood. Unlike him, Mao and Chou were a team of a coldblooded military strategist and seasoned realpolitik liar. Nehru did not see through the mask of deception until Tibet was annexed and Dalai Lama was at his door seeking asylum. When Nehru understood the true colors of a backstabbing neighbor, he did what a self-respecting man would do: take the gloves of and deal firmly with bitterness and vengeance. He enforced a forward policy on unwilling military leadership. He promoted one of his relatives in the army to supervise the policy on the ground. Chinese were enraged. (contd)
