Moodubelle: Road construction activity in various regions inaugurated

Moodubelle, 13 Mar 2013: Under the programme of ‘Our Roads Our Village’ road construction activity was inaugurated on Wednesday, March 13, 2013 by the MLA of Kaup, Lalaji R. Mendon. These roads are to be constructed as well as renovated from the MLA grants obtained by Lalaji R. Mendon.
The various roads to be constructed and renovated include: Marne-Karvalu-Alevoor Raod at the cost of 223 lakhs; from Marne Circle to Hirebettu(129) lakhs; Kojapadi Road(15 lakhs) Marne-Patla Road by the side of Marne Mahalingeshwara temple (5 lkhs); from Marne School up to the residence of Baby Jatthanna and from Patla to Tenku House (35 lakhs). For Marne School stage (1 lkh). Thus, amounting to 408 lakhs for the development of Marne village.
Besides Lalaji R. Mendon, the following persons were present for the ‘Guddhali Pooje’: Upendra Nayak-President of Udupi Zilla Panchayat, Mrs. Ida Gibba D’Souza-Zilla Panchayat member, Gurudas Bhandary-Udupi Taluk Panchayat member, Mrs. Nalini Chennappa-President of Manipura Grama Panchayat, Mrs. Maimuna B.-Vice President of Manipur aGrama Panchayat, Manipura Grama Panchayat members-Karunakara Karkera, Mrs. Winnie D’Souza, Mrs. Baby Jathanna, Raghava Sherigara, Vittal Naik and Mrs. Mangala. Devdas Hebbar-former Udupi Taluk Panchayat President, Rajendra Shetty-President of Belle Grama Panchayat, Gerald Fernandes, members of Belle Grama Panchayat, Pravin-PDO of Manipura, Dayananda Nayak, administrator of Marne Higher Primary School and Shrinidhi Bhat, the priest.
On the same day, Lalaji R. Mendon also laid foundation stone for the vented dam cum bridge at Edmeru. The vented dam would be constructed at the cost of 50 lakhs of rupees under the programme of Minor Irrigation project of Udupi District and from the grants of MLA’s fund belonging to Lalaji R. Mendon.

ಮಾನ್ಯ ಮುದಾಥ೯ ಅವರೇ,
ಮಣೆ೯ ಒಂದೇ ಗ್ರಾಮಕ್ಕೆ 408 ಲಕ್ಷ (4.08 ಕೋಟಿ) ರೂಪಾಯಿ ಶಾಸಕರ ನಿಧಿಯಿಂದ ನೀಡುವುದಕ್ಕಾಗುವುದಿಲ್ಲ. ಯಾಕೆಂದರೇ ಅವರಿಗೆ ವಷ೯ಕ್ಕೆ 1 ಕೋಟಿಯಂತೆ 5 ವಷ೯ಗಳಿಗೆ 5 ಕೋಟಿ ರು. ಶಾಸಕರ ಪ್ರದೇಶಾಭಿವೖದ್ಧಿ ನಿಧಿ (ಎಂಎಲ್ಎಸ್ ಏರಿಯಾ ಡೆವಲಪ್ಮೆಂಟ್ ಫಂಡ್) ಅಂತ ಸಿಗುತ್ತದೆ. ಎಂಎಲ್ಎಗಳಿಗೆ ಸಿಡಿಎಫ್ ಅಂತ ಇರುವುದಿಲ್ಲ.
ಮಣೆ೯ ಗ್ರಾಮಕ್ಕೆ ಶಾಸಕ ಲಾಲಾಜಿ ಮೆಂಡನ್ ಶಂಕುಸ್ಥಾಪನೆ ಮಾಡಿದ್ದು, ಅವರ ಶಾಸಕರ ನಿಧಿಯ ಕಾಮಗಾರಿಗಳನ್ನಲ್ಲ. ಈ ಕಾಮಗಾರಿಗಳು ಉಡುಪಿ ಜಿಪಂನ ವಿವಿಧ ಇಲಾಖೆಗಳಿಗೆ ರಾಜ್ಯ ಸಕಾ೯ರ ನೀಡಿರುವ ಅನುದಾನದಲ್ಲಿ ನಡೆಯುತ್ತಿರುವ ಕಾಮಗಾರಿಗಳು. ಅವರ ಕ್ಷೇತ್ರದಲ್ಲಿ ನಡೆಯುತ್ತಿರುವುದರಿಂದ ಅಧಿಕಾರಿಗಳು ಅವರ ಕೈಯಿಂದ ಶಂಕುಸ್ಥಾಪನೆ ಮಾಡಿಸಿದ್ದಾರೆ ಅಷ್ಟೇ.
ಇಲ್ಲಿ ಯಾವ ಗ್ರಾಮಕ್ಕೆ ಏನು ಅಭಿವೖದ್ಧಿ ಆಗಬೇಕು ಎಂಬ ಬೇಡಿಕೆ ಬರುತ್ತದೆಯೋ ಅದರ ಪ್ರಕಾರ ಶಾಸಕರು ತಮ್ಮ ನಿಧಿಯನ್ನು ಹಂಚಬಹುದು. ಇದರಲ್ಲಿ ಪಕ್ಷಪಾತದ ಪ್ರಶ್ನೆ ಇರುವುದಿಲ್ಲ. ಆದರೂ ಯಾವ ಗ್ರಾಮದಲ್ಲಿ ಶಾಸಕರ ಮೇಲೆ ಪ್ರಭಾವ ಬೀರುವವರು ಇರುತ್ತಾರೋ ಆ ಗ್ರಾಮ ಶಾಸಕರಿಂದ ಹೆಚ್ಚು ಅನುದಾನವನ್ನು ಸಹಜವಾಗಿಯೇ ಪಡೆಯುತ್ತದೆ.
ಎಂಪಿಎಲ್ಎಡಿ (ಸಂಸದರ ಪ್ರದೇಶಾಭಿವೖದ್ಧಿ ನಿಧಿ)ಯಲ್ಲಿಯೂ ಕೂಡ ಕಾಪು ಕ್ಷೇತ್ರಕ್ಕೆ ಇಷ್ಟು ಎಂದು ಕಡ್ಡಾಯ ನಿಗದಿ ಇಲ್ಲ. ಸಂಸದರು ಆಯಾ ಕ್ಷೇತ್ರಗಳ ಬೇಡಿಕೆಗೆ ತಕ್ಕಂತೆ ತಮ್ಮ ನಿಧಿಯ ಅನುದಾನವನ್ನು ನೀಡಬಹುದು.
ಮುದಾಥ೯ ಅವರೇ, ಇದು ಭಾರತ. ನೀವು ಹೇಳಿದಂತೆ ಶೇ 100 ಅನುದಾನದ ಬಳಕೆ, ಪಾರದಶ೯ಕತೆ, ಶಾಶ್ವತ ಆಸ್ತಿ ನಿಮಾ೯ಣ... ಇತ್ಯಾದಿಗಳು ಇಲ್ಲಿ ನಡೆಯುವುದಿಲ್ಲ, ಕ್ಷಮಿಸಿ...
After defeating badly in the recent election¦..Namma Grama ¦Namma Rastey¦where was this yojane before? dear villagers don’t be carried away with all these high drama. This is nothing but DIRTY POLITICS. So far all these MLAs MPS of BJP were sleeping. Now they got no choice. In last weeks election BJP was dreaming of winning the election instead they defeated very badly. Now yes they have to perform and show to get currency votes from the innocent people in the next election. They will announce these projects and MAY START and if they win the election (Which never going to Happen) these roads will remain as they are. Don’t be carried away with all these projects. Hey sab political natak hai!
ಕೇರಳದಲ್ಲಿ ಪ್ರತಿಯೊಂದು ಗ್ರಾಮದಲ್ಲಿಯೂ ಸಕಾ೯ರಿ ಕಾಮಗಾರಿಗಳನ್ನು ಪರಿಶೀಲನೆ ನಡೆಸುವುದಕ್ಕೆ ಸ್ಥಳೀಯ ಗ್ರಾಮ ಸಮಿತಿಗಳಿರುತ್ತವೆ. ಆ ಗ್ರಾಮದಲ್ಲಿ ನಡೆಯುವ ರಸ್ತೆ ಅಥವಾ ಇತರ ಸಕಾ೯ರಿ ಕಾಮಗಾರಿಗಳ ಗುಣಮಟ್ಟವನ್ನು ಆ ಸಮಿತಿಗಳು ಪರೀಕ್ಷಿಸುತ್ತವೆ, ಗುಣಮಟ್ಟ ಸರಿ ಇಲ್ಲದಿದ್ದಲ್ಲಿ ಆ ಕಾಮಗಾರಿ ನಡೆಸುವುದಕ್ಕೆ ಸಮಿತಿ ಅವಕಾಶ ನೀಡುವದಿಲ್ಲ, ಗುತ್ತಿಗೆದಾರ ಆ ಕಾಮಗಾರಿಯನ್ನು ಪುನಃ ಸರಿಯಾದ ಗುಣಮಟ್ಟದಲ್ಲಿ ಮಾಡುವಂತೆ ಮಾಡುತ್ತವೆ.
ನಮ್ಮ ಉಡುಪಿ ಜಿಲ್ಲೆಯಲ್ಲಿಯೂ ಇಂತಹ ಸಮಿತಿಗಳನ್ನು ರಚಿಸುವುದು ಅತ್ಯಗತ್ಯವಾಗಿದೆ. ಯಾಕೆಂದರೇ ಕಾಪು ಶಾಸಕರು ಗುದ್ದಲಿ ಪೂಜೆ ಮಾಡಿರುವ ಈ ಕಾಮಗಾರಿಗಳ ಬಗ್ಗೆ ಭಾರೀ ಸಂಶಯಗಳಿವೆ.
ಮಣೆ೯ - ಕವಾ೯ಲು - ಅಲೆವೂರು ನಡುವೆ (5.40 ಕಿಮಿ) ಈಗಾಗಲೇ ಡಾಮರು ರಸ್ತೆ ಇದ್ದು ಅಲ್ಲಲ್ಲಿ ಕೆಲವು ಕಡೆಗಳಲ್ಲಿ ಹಾಳಾಗಿದೆ. ಅದರ ದುರಸ್ತಿಗೆ 2.23 ಕೋಟಿ ರು. ವೆಚ್ಚ ಮಾಡುತ್ತಿರುವುದು ಸಂಶಯಕ್ಕೆ ಕಾರಣವಾಗುತ್ತಿದೆ. ಮಣೆ೯ - ಅಂಗಡಿಬೆಟ್ಟು 1.50 ಕಿಮಿ ಡಾಮರೀಕರಣಕ್ಕೆ 1.29 ಕೋಟಿ ರು. ವೆಚ್ಚದಲ್ಲಿ ಕೂಡ ಅವ್ಯವಹಾರದ ವಾಸನೆ ಹೊಡೆಯುತ್ತಿದೆ.
ಈ ಕಾಮಗಾರಿಗಳು ಶಾಸಕರ ನಿಧಿಯಿಂದಲೂ ಆಗುತ್ತಿಲ್ಲ. ಕಾರಣ ಶಾಸಕರಿಗೆ ದೊರೆಯುವ ಪ್ರದೇಶಾಭಿವೖದ್ಧಿ ನಿಧಿ ಕೇವಲ 1 ಕೋಟಿ ರು.ಗಳು ಮಾತ್ರ. ಸಕಾ೯ರದಿಂದ ನಮ್ಮ ಗ್ರಾಮ - ನಮ್ಮ ರಸ್ತೆ ಯೋಜನೆಯಲ್ಲಿ ಬಿಡುಗಡೆ ಮಾಡಿರುವ ಅನುದಾನದಲ್ಲಿ ಈ ಕಾಮಗಾರಿಗಳು ನಡೆಯುತ್ತಿವೆ. ಶಾಸಕರ ನಿಧಿಯಿಂದ ಈ ಕಾಮಗಾರಿ ನಡೆಯುತ್ತಿವೆ ಎನ್ನುವುದು ಸುಳ್ಳು, ಜನರಿಗೆ ಮಾಡುತ್ತಿರುವ ಮೋಸ.
ಕಿಂಡಿ ಅಣೆಕಟ್ಟು ಕೂಡ ಸಣ್ಣ ನೀರಾವರಿ ಇಲಾಖೆಗೆ ಬಿಡುಗಡೆಯಾಗಿರುವ ಅನುದಾನವೇ ಹೊರತು ಇದರಲ್ಲಿ ಶಾಸಕರ ನಿಧಿ ಅಥವಾ ಅನುದಾನ ಅಲ್ಲ. ಸದ್ಯದಲ್ಲಿಯೇ ನಡೆಯುವ ವಿಧಾನ ಸಭಾ ಚುನಾವಣೆಗೆ ಕಾಪು ಶಾಸಕರು ಸಿದ್ದರಾಗುತ್ತಿದ್ದಾರೆ. ಆದ್ದರಿಂದ ಇಷ್ಟೆಲ್ಲಾ ಸುಳ್ಳು ಹೇಳಲಾಗುತ್ತಿದೆ.
