Mangalore, 15 Aug 2013: The state forests, Dakshina Kannada (DK) district-in-charge minister Ramanath Rai delivered Independence Day message to the citizens at Nehru maidan, here on Thursday August 15.


 ‘The tri-color national flag that we have hoisted today signifies sovereignty, liberty, unity in diversity.


We have got the freedom due to the struggles and martyrdoms of freedom fighter 67 years ago.  Innumerable leaders and citizens participated in the freedom struggle that was based on the virtues of truth, non-violence, unity and peace, perseverance.  The words will not be sufficient to explain their sufferings and sacrifices that they endured to give us Independence.  It’s our duty to remember their sacrifices and strive to preserve true freedom.


We are being reigned democratic governance based on constitution that lays emphasis on equality, brotherhood and national ideology.  Our nation was recognized worldwide because of farsighted five-year plans that enabled self sufficiency in food, industrial development, and indigenously-installed atomic energy.  Other nations who disregarded our nation in the past are marveled at our rapid growth.


Our state has achieved significant progress in rural development, housing, drinking water facilities.  Meanwhile, the state government is committed to achieve equality in development and to fulfill the necessities of wide section of people. In order to bring about equality, the government is committed to provide housing plot, infrastructural facilities, healthcare facilities, education, security to lead peaceful living by devising laws and maintaining discipline.


We hope to take Karnataka further onto progressive path by implementing pro-people policies and introducing peoples’ welfare programmes successfully.  The several pro-people programme that are being introduced in the past 2 months shows the concern of state government towards the common folks.

 

 

 

 


We hope to maintain the trust of people by reigning the state administration by honesty and transferency. 


                                 Model State


Our government will complete 100 years shortly.  We have introduced many projects that we assured during swearing in ceremony.  Our government has been successfully implementing pro-people programmes in the past two-and-a-half months.  We trust that we would be able to take Karnataka to rapid progressive path, in order to make Karnataka an model state in the country.


                                    Record project sizes

 

The union planning Commission has approved the revised project at a cost of Rs 47,000 crore for the financial year 2013-14.  The project size is larger than Rs 550 crore than the projects in the past.  The Commission has appreciated the state administration over handling of economic project.  Besides, it acknowledged the effort of state government in laying emphasis on social responsibility. 


                            Annabhagya Programme


Annabhagya programme was introduced in the beginning of July, to distribute rice @ Re 1 per kilogram, as per the announcement made on the first day of administering the governance.  It has been appreciated for the concern of common folks.


I have instructed to be strictly implemented in full scale in DK district.


The stores facility has been increased to stock good quality of rice meant for distribution.  In DK district, there are 511 ration shops, 21,079 APL and 1.79,293 BPL families are availing ration facilities.


                                 Ksheerabhagya: Model Programme


In the past, our government introduced mid-day hot meals programme in state-run schools, which has been followed by many states across the nation.  The state has introduced similar project that is Ksheerabhagya programme.  Under this programme, the state government is providing 150 milliliter of milk for 3 days a week to 1.2 crore students studying in Class I to Class X and children at Anganawady. 


The milk is being distributed to 51,000 government schools and 64,000 Anganawady across the state, on Mondays, Wednesdays and Fridays.  The sugar is also provided free to the students to mix into the milk. 


                                         Rs 4 per liter support price

  
The state ranks eleventh in milk produce in the nation and second in co-operative milk produce.  The support price has been hiked since the past, in order to encourage dairy farming and improve the living standards of farmers.  The support price of Rs 2 in the past has been hiked to Rs 4 per liter.  Rs 818 crore has been earmarked in this regard.


                                           Hut-free state


The government aims at making Karnataka hut-free state.  Therefore, a goal has been set to construct new 3 lac houses every year.  The state has hiked the grant of Rs 75,000 to Rs 1.20,000 towards building a house each in the financial year 2013-14.  It will be applied to Basava housing project, Ambedkar housing project, Vajpayee town housing project and Indira Awaz project that will be introduced in this year across the sttate.’


                                              Waver of loans   


Rs 349 crore loans that were borrowed by 1.87 lac SC and Rs 68 crore borrowed by 40,072 ST from Ambedkar Development Board will be waived.  Rs 514 crore loans borrowed by 4.94 lac people from backward classes and Rs 362 crore borrowed by 3 lac from minority communities was fully waived.  The loans wee waived because the state government hopes to free from the bondage of old loans and qualify them for new loans, in order to revive financial transactions.  It was welcomed by the people.


                              Waiver of electricity arrears


The electricity arrears under Bhagyajyoti and Kuteerajyoti projects were waived including penalties on non payment.  In case the electricity supply is sapped it would be restored.  Under the project, 18 units of electricity will be provided free.  The excess of electricity arrears to the tune of Rs 286 crore were waived off benefiting 20 lac people.


 
                                                Monthly pension to spinsters  


Manasvini, a new project has been introduced to award monthly pension of Rs 500 to unmarried women and divorced hailing from BPL families.  The circular has been issued to accept the applications from either unmarried women or divorced women.  Maitri, project has also introduced this year, wherein Rs 500 per month will be awarded to crossed genders.


                                         Minorities’ welfare cell


Minorities’ welfare cell has been launched in taluk level and city centers in order to organize aware programme among minority community.  A new project has begun to provide financial assistance to girls from minority community to get married.  The talented students of minority both SSLC and above will be provided with scholarship.  The state has earmarked Rs 676 crore for the development of minority community and Rs 100 crore for the development of Christians in the recent budget.


Mahatma Gandhi national employment guarantee programme will provide steady job to rural people, to empower laborer, SC/ST, assurances to financial support for minority community and for the least in the society. 


                                                  Agricultural development

    
Despite all round progress has taken place in the post-Independence era, the farmers remained the backbone of society?  The state devised agricultural programmes benefits the farmers.  We have been distributing seedlings, chemical fertilizers, agricultural machinery and farm loans from time to time.  The river sources will be efficiently utilized for irrigating the farmlands.  We would focus on revising all agricultural projects in order to revive farming and enhancing the income of farmers.  It can be achieved by increasing farm produce and introducing hybrid seedlings, innovating farming method, research on micro nutrients to sustain farming development for longer duration.


The emphasis has been laid for integral development by setting additional funds for farming, plantation, dairy farming, silk farming, fisheries, irrigation etc, with the key objective of giving priority to farming sector in 2013-14.  Faming price Commission will be formed in order to set appropriate market price for farm produce, as in majority of cases the farmers are not able recover their overheads.  The Commission will have farmers, agricultural experts and financial experts.  The government will fix appropriate price based on the scientific recommendation of the Commission.


The farmers are distressed by floods, droughts, insects menace and natural calamities tht would damage their crop and livestock perish.  There lies greater need to protect the farmers from natural calamities.  This necessitates hiking the quantum of state natural calamities Fund.  The provisions will be made in accounts to supply electricity to farmers.


                                          Emphasis on fisheries and community welfare


The government has set aside more funds in its maiden budget in consideration of fisheries community of Dakshina Kannada district.  A implementation unit will be established to monitor the civil works that are underway in fisheries ports and jetties across Karnataka coast.  The oars made out of plastic will be provided to 2,000 hinterland fishermen.  In order to provide housing to fisheries community, under Matsyashrya project, the financial assistance will be hiked from Rs 60,000 to Rs 1.2 lac.
The free fisheries kit that used to be given away to fishermen will be hiked of its value from Rs 5,000 to Rs 10,000.  The recurring fund of Rs 50,000 will be hiked to Rs 2 lac for self-help-groups that were formed by fisheries women under Matsya Mahila Swavalambana project.


Rs 2 crore will be provided to repair the nets and erect sheds to moor the fisheries boats.  Rs 2 crore will be additionally provided to supply ice boxes free to 5,000 fishmongers.  The development of fisheries road will be undertaken at a cost of Rs 30 crore.  Rs 4 crore set aside for developing infrastructure facility at Fisheries College, Mangalore. 
It was proposed to construct a fisheris port at Kulai, that is the urgent need for coastal fisheries.  The state will provide Rs 229 crore during 2013-14 for fisheries departmental programmes in the state.


                                         Social security project


Under social security project, 5,229 people are availing old age pensions, 26,948 are availing widows pension, 9,199 physically disabled with 40 percent disability, 5,823 physically challenged with 75 percent disability are availing the pensions.  24,726 people are availing benefits under Sandhya Suraksha project.  Besides a total of 15,947 people are newly approved of different benefits. 


                                                 For SC/ST   

 
The state government is committed to fulfill the equality that was envisioned in twelfth century Psalmist.  Accordingly, better training will be provided to students form SC/ST, hostel facility, scholarship, and building toilet at the cost of Rs 15,000 to each family of SC/ST living in rural villages.  The skills training programme will be held for unemployed youth.


Nineteen pre-metric, 9 post-metric hostels are functioning in the district.  2,384 students are studing in 1 residential school and 4 Morarji Desai residential schools.  Rs 525 lac has been released to provide basic amenities in SC colonies of 6 Vidhan Sabha constitutes in DK and the works are under way.  Rs 97 lac has already spent on this.  The repairs are under way in hostels at a cost of Rs 200 lac.  The district-level Ambedkar Bhavan will be built at a cost of Rs 900 lac.  The state government has already sanctioned Rs 400 lac and realeased Rs 200 lac in this regard.


A total of 6,235 students are studying in 28 pre-metric, 31 post-meric hostels, 6 Morarji Desai residential schools and one minority pre-university science college that are under backward classes and minority welfare department.


2,102 Anganawady centers are functioning in the district under women and child welfare department.  A total of 21,641 girls were identified to be the beneficiaries under Bhagyalaxmi project, while the bonds were distributed to 19,285 girls already.
Under Bala Sanjeevini health project, 42 children availed medical treatment this year.  So far, 1,089 children availed this facility at a total cost of Rs 115.89 lac.  The smart cards were distributed to 33,040 families under national health Bheema project, while insurance claims were disbursed to the tune of Rs 1,62,82,778.  Under Yashasvini health project, 1,299 availed surgery expenses totaling Rs 242.35 lac.  Under building and allied labor welfare programme, 4,454 beneficiaries availed Rs 45,43,014.


The co-operative sector is vibrant, that has advanced short term loans of Rs 59.546.46 lac and mid-term loans of Rs 5,017.46 lac, long term loan of Rs 2,048.77 lac for the year 2012-13.


                                                   Road development


Rs 315.04 that was released to ZP to patch up works on pot holes has been fully utilized, by completing 174 road works, covering 445.95 kilometers.  ZP had forwarded a proposal to undertake road development works at a cost of Rs 10 crore that was approved by the stte government, to develop 273 roads out of a total of 284 roads.  Among them 11 road works are in progress.  So far, Rs 674 lac was spent in this regard.


Under Pradhan Mantri’s Gram Sadak Yojana, 172.54 kilometers of road was laid at a cost of Rs 7,386.33 lac.


                                            Forest, environment and biodiversity


The state government is committed for the development of environment and biodiversity, including protecting forest resources.  It’s the priority to curb encroachment of forests.  Rs 7 crore will be provided to revive village forestry Committees.  Rs 30 crore will be set aside to  have long range plans in elevating human and wildlife conflict.  Siri Chandanavana, programme will be introduced to increase sandalwood plantation and to protect the natural spots of sandalwood grown in wilderness.

  
                                Self sufficiency in electricity 


As you know, there lies huge gap in electricity generation and its demand.  The state government has greater responsibility to strike a balance.  Meanwhile, it has plans to reach the level of self sufficiency in 4 years by taking all necessary measures.  The state government is committed to undertake new electricity project.  The plasn are underway to achieve self sufficiency in electricity generation by 2017 and excess to supply to other states. 


                                   Industry-friendly state


The state government has taken early measures on creating a conducive environment for investment and environment-friendly industries in Karnataka.  Single window system will enable the industries to get enough electricity, water and land.  Additional emphasis will be laid to develop infrastructure in state-owned industrial areas and industrial estates.


The state will announce its new industrial policy – 2013 during the budget of 2014-15.  It was proposed to project the state in global IT map and industrial hotspot.


                                              Additional emphasis on Mangalore


The additional emphasis was laid for DK district in the recent budget.  A region training center of Abdul Nazeer Saab Rural Development Institute will be established in Mangalaore.  A model school will be set up on the lines of Police private school in the vicinity of City Policy Commissioner’s building.


A chair of Brahmashree Narayana Guru, social reformer will be set up at Mangalore University.  Rs 2 crore are earmarked in this regard.  Jain Kavi Ratnakar Varni Study Center will be set up in Mangalore University.  The state contributions to Jain Kavi ratnakar Varni Jayanti celebrations in Moodbidri was announced in the recent budget.  Rs 5 crore was set aside to develop heritage village at the birth place of Koti – Chennayya at Padumale in Puttur taluk.


                                                Transport services


The office of Regional Transport Authority (RTA) will be opened in Suratkal, DK district to upgrade transport services.  It was proposed to set up a heavy vehicles driving school at a cost of Rs 30 crore in Mangalore and Gulbarga.  It was also proposed to test the driving skills on simulators before issuing driving licenses.

 


The state benefits should reach the commonest man in the society.  The weaker should also live with security and peace that is the objective of state administration.  The fringe benefits of Constitution - equality, brotherhood, unity in diversity are the focal point of state administration.  Let us hope India emerges stronger nation on the occasion of Independence Day celebration remembering the martyrs who laid down their lives for us to live in free India.
