Bangalore-Mangalore night train not to be extended up to Karwar

Bangalore, 27 August 2011: While the May 23, 2011, order of the Karnataka High Court on extension of Yeshwanthpur-Mangalore train (No. 16517/518) to Karwar had kindled hopes of people in coastal Karnataka as well as those from the region settled in Bangalore, the Railway Board has poured cold water on it.

 

The Board’s decision not to extend the train to Karwar and continue to run the same to Kannur comes despite recommendations to extend the train to Karwar by the South Western Railway, Konkan Railway Corporation Ltd., and Southern Railway; and promises by Minister of State for Railways K.H. Muniyappa to honour the High Court directive.

 

The High Court, while disposing of a batch of public interest litigation petitions seeking direction to the Railway Ministry to extend the services to Karwar, had directed the Union Government to direct the Board to take a decision within three months. Though there was no specific direction to extend the services, the wordings in the order implied that the court wanted the Board to extend the services.

 

The Court had said, “In view of the recommendations made by the SR, SWR and KRCL, we consider it just and proper to direct the Ministry of Railways to ensure that the Railway Board take a final decision on the implementation of the extension of termination facilities from Mangalore to Karwar, within three months from today, so as to make it clear to the beneficiaries involved, when the railway facility will be extended to Karwar to facilitate easier access to Karwar and surrounding areas.”

 

Demand already met

 

Quoting the Board’s letter, the SWR in its communication to petitioners — Railway Yatri Sangha, Udupi, and Paschim Karavali Railway Yatri Abhivrudhi Samithi, Mangalore — said that the Railway Budget 2011-12 had proposed to extend Train Nos. 16515/516 (day train) from Mangalore to Karwar. Therefore, the demand for train service from Bangalore to Karwar has been met, the Board had said. The Board further said, “It may also be mentioned that the minutes of Indian Railway Timetable Conference (IRTTC) are recommendatory in nature and are critically examined by the Ministry of Railways, keeping in view of commercial viability, operational feasibility, competing demands and availability of resources, before Budget announcements, for introduction of new trains. Ministry of Railways has examined the judgement. The IRTTC recommendation to extend the train to Karwar has not been agreed to by the Ministry and the train will continue to run up to Kannur as per Railway Budget 2009.”

 

However, Uttara Kannada Lok Sabha Member Ananth Kumar Hegde said he along with Parliament members of Karnataka would meet Railway Minister Dinesh Trivedi next week on the issue.

of course the demand is met, kisne kaha demand is not met, but there is no indication of it being started, the date is extension of train will be notified "later" (only after 5 to 10 years! or when general elections comes on the heads of the elected representatives, whichever is earlier and pending approval of SWR headquarters in Kerala. Correct?

If after meeting the Rly minister, and they do not extend train facility, let us sit on hunger strike until the train runs to karwar,and oppose all trains to Kerala from mangalore.Anna gave us the clue. Unfortunately the leaders at mangaalore have their own partisan stand, they are not accomodative and there is no unity among the D.k and udupi rly yathries? We must be one and fight for the train to extend upto karwar. Viability is not properly assessed and the ministry is prepared to face loss due to Kannur service?
