New Delhi, 26 Aug 2015: With Lashker-e-Toiba founder and 26/11 mastermind Hafiz Saeed continuing to roam free in Pakistan, national security adviser Ajit Doval had planned to confront his Pakistani counterpart Sartaj Aziz with "credible evidence" against him at their now-cancelled interaction.

According to the agenda prepared for NSA-level talks, India was set to confront Islamabad with at least five sets of evidence "good enough" to arrest and prosecute Saeed. These included documentary evidence of LeT operative Sajid Majid’s email to American jihadi David Coleman Headley, stating that the conspiracy to attack various cities in India was hatched with a go-ahead from Saeed. The evidence was taken on record in the trial against Headley in the US, which resulted in his conviction.

Also, the dossier stated that the Jamaat-ud-Dawah chairman had met Headley on several occasions and was briefed by him on progress of the latter’s reconnaissance mission with respect to the 26/11 attacks.

The confessional statement of Mumbai attacker Ajmal Kasab, where he had detailed the exact role of Saeed in planning the Mumbai attacks, was also to be shared by Doval with Aziz.

As per available evidence, Saeed had counseled each of the 10 terrorists who executed the 26/11 attacks. He is said to have motivated them to embrace martyrdom.

Another set to evidence readied for sharing with Pakistan at the NSA-level talks related to Saeed having provided financial help to conspirators of 26/11 conspirators to carry out additional attacks.
